HAMILTON TRAFFIC SIGNAL MAINTENANCE CONTRACT

This contract is for the maintenance and upgrade of 100 traffic signals. Scope includes scheduled preventative, 24 hour emergency and fault response, lamp changing, repair of cabling and electronic components, configuration of controllers, loop replacement, updating RAMM asset data, traffic management, and proactive equipment condition reporting. Upgrades include intersection hardware and software, change-over to LED lanterns, new poles, controllers loops, cabling; integration with SCATS and provision of all as-built and RAMM asset data.

The maintenance and upgrade work is often carried out in live, busy intersections where it is essential to minimise the disruption to pedestrian and traffic flows. The scope of our maintenance contract includes a 24-hour service for emergency response. This is maintained through a 24-hour on-call roster for our technicians, through our Call Centre and dedicated emergency response phone number.

We provide a 7-day, 24-hour call-out service, an escalation pathway in the event of communication failure, and a mobilisation process in the event that an incident response requires more resources than a single technician.

CHAPEL ROAD - TOWN CENTRE DRIVE INTERSECTION IMPROVEMENTS

This contract was for construction and road widening, including earthworks, kerb and channel, drainage and pavement construction, footpath, pram crossings, traffic islands, asphalt, pavement and traffic signal installation.

We worked closely with local businesses, local schools, and motorists to minimise disruptions to their daily activities. TSL completed all works to a very high standard, demonstrating that it can deliver on time and to budget utilising adequate resources. This project required very detailed and complex traffic and pedestrian management.

About Waitakere City Council

Waitakere City is the western city within the metropolitan Auckland region. It is the fifth largest city in New Zealand, with a population of nearly 200,000 – and growing fast. The city has strong environmental heritage, and markets itself as the ‘Eco-city’ of the region.

The Contract

This is a scheduled preventative and remedial maintenance contract for 68 sets of traffic signals. We have held this contract since 2004, and recently re-won it for a further three years. The scope of the contract includes:

Scheduled maintenance.
Emergency and fault response.
Routine lamp changing.
Repair of cabling and electronic components.
Configuration of controllers.
Vehicle detector loop replacement.
Asset condition assessment and reporting.
Upgrades to hardware and signals controller software.
Pavement re-instatement.
As well as maintenance services, we upgrade the existing signals at a rate of between six and eight intersections per year, and construct on average about four new signalized intersections per year.

About Auckland City

Auckland is New Zealand’s largest city. Uniquely set between two harbours, amongst 11 extinct volcanoes and numerous islands in the Hauraki Gulf, Auckland is a vibrant cosmopolitan place to live. With over 30% of the population of the country living within the Great Auckland Metropolitan area, it is the commercial engine room of the country’s economy.

Auckland City is one of seven districts that make up Metropolitan Auckland, stretching from Warkworth in the north, 120 km across the Auckland isthmus to Papakura and Pukekohe in the south.

The Projects

Over the past four years, the Auckland City Council has undertaken a number of city street upgrade projects that have included new or improved traffic signals. Examples of these where we have provided services include:

Queen St – the principal street through the Central Business District.
Fanshawe St – a principal arterial access road with very high traffic density.
Central Connector – a bus-priority route from the city centre to a series of secondary business and shopping suburbs.
We installed new and upgraded traffic signals to approximately 30 intersections through the course of these projects.

The scope of our work included:

Design, manufacture, supply and installation of signal masts and mast arms, including some innovative joint-use traffic signal/street light poles.
Assembly and installation of traffic signal controllers.
Supply and installation of traffic signals lanterns.
Development, installation and integration of a new Pedestrian Countdown Timer lantern for the Queen St project (see separate case study for this).
Configuration of intersection personality and integration with SCATS, the traffic signals control system.
Integration with Auckland’s Traffic Management Unit, TMU.
Maintenance services for 12 months after commissioning.

AUCKLAND REGION TRAFFIC SIGNALS MAINTENANCE NORTH AND SOUTH

These contracts are for the maintenance and upgrade of 360 sets of traffic signals. Scope includes scheduled maintenance, 24 hr emergency and fault response, lamp changing, repair of cabling & electronic components, configuration of controllers, loop replacement, updating RAMM asset data, traffic management and proactive equipment condition reports. Upgrades include intersection hardware & software, change-over to LED lanterns, new poles, controllers, loops, cabling, integration with SCATS and provision of all as built and RAMM asset data.

The maintenance and upgrade work is often carried out in live, busy intersections where it is essential to minimise the disruption to pedestrian and traffic flows. We have established an excellent working relationship with our customer, we are responsive to their requests, and we understand their requirements of us. Throughout this contract, we have developed a number of innovations that have offered benefits of reduced cost, increased safety or increased value.

NEW LYNN TOD STAGE 1,2,3

TSL was the sub-contractor responsible for the traffic signal and street lighting work under this project. This included ducting, pole installations, cabling, hanging and installing lanterns, software testing, commissioning and initial maintenance. We also installed SCATS connections via Multiplexar for the intersections. During this time we liaised directly with JTOC regarding software installations, commissioning and integration. In addition to the traffic signals work, TSL provided and installed street lights throughout the New Lynn revitalisation project. We also designed and built the electronic bus bay signalling boards.
